The theme of "2020 Forum on National Affairs " held in Beijing on September 25 was "deepening reform, expanding opening up, innovating governance and improving efficiency", jointly sponsored by the Counselor's office of the State Council, the National Health Commission, the China Council for the promotion of international trade and China Society of Economic Reform . Under the chairmanship of Mr. Wang Zhaoxing, counsellor of the State Council, Mr.Fu Jing, deputy director general of the policy and regulation department of the State Administration of Taxation, Mr.Steven Allen Barnett, chief representative of the International Monetary Fund in China, Mr.Tuo Dengfu, vice president and Secretary General of the China Association of individual workers, and Professor Li Ruohong, executive vice president of Beijing Association of enterprises with foreign investment  and chairman of China World Peace Foundation, delivered speeches together on the topic of"stimulating market vitality".

Professor Li Ruohong's speech on the topic of foreign enterprises boosting the international and domestic "dual circulation" and peace and public welfare and put forward improvement plans, which received warm applause from the guests. He said that since the reform and opening up, foreign-invested enterprises have made outstanding contributions to China's rapid economic development. In the past 40 years, along with the change of city appearance, they have made many remarkable achievements in corporate social responsibility, scientific and technological innovation and cross civilization cooperation. However, there are few reports on this issue. They do not want to use their achievements only as a background board. They should choose a time node for systematic publicity to encourage them to make new achievements in the new era and new challenges.

Professor Li Ruohong analyzed the operation of foreign-invested enterprises in China. He pointed out that first, b-to-g is introduced with  red carpets . With the adjustment of leading cadres at all levels,"new people ignore old accounts"  , the strength of government support is weakened, and the share of foreign-invested enterprises in the market is becoming less and less. The government hopes that they will increase investment and reduce relocation. However, affected by the US trade war and US dollar sanctions, the headquarters of multinational enterprises worried about the future development space and lack confidence, so they can only wait for new cooperation opportunities. Second, there is a gap between foreign-invested enterprises and domestic enterprises for B to B. With the support of system advantages, state-owned enterprises can concentrate their efforts on major events with flexible methods, and the preferential policies for attracting foreign investment in various cities are keeping up with each other. However, foreign-invested enterprises have their own traditional habits and resource allocation modes, and do not carry out projects with short-term unsustainable benefits . Third, in B to C mode. China's social relations have cultural genes. Foreign-invested enterprises pay attention to brand, intellectual property protection and stock market, lack of social sophistication and comprehensive interest interaction, and need to adapt to the changing situation of globalization.

Dr. Li Ruohong believes that at present, countries are facing challenges of public health security due to the pandemic. Moreover, due to different histories, different systems, different cultures and unbalanced economic development, the international flow of humanities, science and technology, finance, information and resources has slowed down. Trade barriers, technical barriers, trust crisis and regional conflicts in different degrees are also escalating. The global governance system is in difficulty, and even the memory of the cold war appears. Foreign-invested enterprises are in trouble in the re-balancing of contradictions between countries and regions.

For this reason, Dr. Li Ruohong suggested that as President Xi Jinping had reached a consensus on the "green silk road" when he met with UN Secretary General Mr. Guterres in video recently. the belt&road initiative and the four centers of Beijing could be combined with the goals of the United Nations’ sustainable goals.  We will promote international exchanges and improve the environment of foreign investment through the people's diplomacy, public welfare of peace, technological innovation and cultural interaction, with international language and international rules, with temperature, down to earth and sustainable activities, for the purpose of stimulating the market’s vitality .

Foreign-invested enterprises registered in China are also corporate citizens. The public welfare of peace is an effective way to build "belt&road” for foreign investment enterprises. We should study and strengthen the support for foreign-funded enterprises through various forms, and regularly hold policy communication meetings and salon activities to grasp the investment trends, policy proposals and project needs of foreign-invested enterprises in China, and deal with them in a timely manner. The difficulty is to innovate in the governance mode and big data application, to provide an internationally attractive and competitive investment environment for foreign-invested enterprises to live and work in China and for sustainable development, and to give full play to the unique role of foreign-invested enterprises in China's market economy and social responsibility. We should build a community of shared future for mankind with a more open and inclusive attitude, and show a new situation of domestic and international dual circulation in the century of changes and peaceful development.
